I am not sure, whether the.PCB files can be converted, since the format has possibly changed a lot. To answer your previous question: An intermediate tool to convert from Protel to KiCad would be a Altium Designer or CircuitMaker. How to open the files of Q16 and.powpcb with PROTEL? Create a new PCB file and use the import function. The general diagram of the Q17,.protel99se9 hierarchical diagram uses the edit export spread to generate the spreadsheet, but does not generate the components and corresponding labels and packages in each sub-drawing.
Has anyone tried the Protel to KiCAD conversion tools recently? How well do they working importing a schematic and/or PCB layout?

I am asking because there is a legacy PCB project trapped in the Protel format and I am wondering what options are available to convert to a free/open solution or if it is lost to proprietary obscurity.

- Protel 99 SE is done directly in the PCB document window at the touch of a single button – no need to fiddle with separate router files. With Protel 99 SE you can compile a circuit for implementation in a programmable logic device directly from the schematic, producing an industry-standard JEDEC device programming file in a single action.
- The file format for schematics, schematic libraries, PCBs and PCB libraries has changed from the formats used in Protel 99 SE. You can open and use 99 SE format schematic and schematic library files directly in Altium Designer, but you will be asked if you wish to convert them whenever you save them.
Using the Protel 98/99/SE export we always got in the first line one of the following options:
PCB FILE 6 VERSION 2.80
PCB FILE 6 VERSION 2.60
PCB FILE 6 VERSION 2.40
Please check which PROTEL version you currently are using and also check it's export opportunities. Using the demo version of Altium Designer (Protel DXP) you can read in *.PCB files and later export them as 'PCB FILE 6 VERSION 2.80'. The Protel converter in TARGET 3001! can convert those files.

The conversion process is described as follows:

Highlight in Protel Design Explorer the file you wish to convert. In this example the file: 'Z80 Processor Board.pcb'.

In menu 'File' choose 'Export'..||
In the following dialog choose 'File Type' (extension) 'Protel PCB 2.8 ASCII File (*.PCB)' and enter an appropriate name for the ASCII file, wich is now created. In our example we just added the letters TXT for the extension after conversion still is *.PCB.

After 'Save' is pressed please find the converted file in the defined directory.
How To Open Protel Pcb File
Please open TARGET and select in menu 'File' 'Input-/Output Formats' and there 'ASCII - Interface'
This is the dialog of the ASCII interface. Open the 'Source', the ASCII-file we just generated. Click on button 'Open'.
In the opening dialog select it but choose 'File Type': 'ProtelPCBText *.PCB'.

Where do you want to save it? In our example we save it to the same directory. Now it is a TARGET -file (*.T3001).
